Nowadays, the importance of desirable environmental planning is not debatable. Intelligent management and designing of environment can play significant roles in development of a country. Semeskandeh forest area, is one the most beautiful places in Mazandaran province which despite having various ecological and environmental attractions, lacks of ideal environmental design for high-value targets.This study seeks to identify the qualitative issues of design with particular focus on setting the goals. Since according to the model developed by Donna Duerk identifying the goals of the design process is one of the most crucial steps in the whole process, the validity of the path to realizing this goal has to be ascertained in advance. In the present study, some of the best Landscape Projects have been selected and listed which similar climate and similarity in SWOT table with Semeskandeh, were the selection criteria. By analyzing the projects, their goals of design were identified. Then, the key goals have been identified through comparative analysis and identification of their common observed features in order to be used in planning landscape design of Semeskandeh.According to the findings of this study, Development of Environmental sustainability and Development of Regional education and research facilities were identified as the two most important goals of the best projects in similar areas. Initiating this goal-setting process is the first step in the design process, and the performance requirements and concepts associated with such goals should be developed by designers, some of which have been mentioned throughout the present paper
